The Council of Europe1 was founded in 1949, in the aim of defending human rights in regard of the atrocities which were committed during the Second World War. It includes forty-seven countries which should fulfil three conditions for being a member. These three conditions are to be a democratic country, to protect human rights and to respect the pre-eminence of law. Due to its objectives, the Council of Europe had to deal several times with one of its most boisterous members, Russia, who joined CE in 1996. The remaining problems about human rights which are still visible in Russia, and the tense short history between the two entities since 1996, and even before, stress a really interesting topic. What is the state of the relations between Russia and the Council of Europe nowadays? In what extent one influences the other? Did Russia managed to make the Council of Europe more careless about human rights, or in the opposite did Russia improved on that level because of the Council of Europe? To put it clearly, what are and were the main issues on which they had to deal together, and how did these issues influenced both parts in their behaviour?
