As in many urbanized countries, crime aroused increased concern in recent years in France as testified by the recent 2002 presidential campaign. The number of offences recorded by national police services progressed by 4.48 % between 1999 and 2000. The department and city levels of crime remained relatively stable : the correlation across departments and cities is respectively 0.99326 (p <.0001) and 0.96467 (p < 0.0001). More important are the spatial variation in the level of crime and the fact that the risk of being victim or having witnessed criminal acts is not equally shared throughout the territory. In fact, crime rate varies greatly between jurisdictions. As can be seen on the map in figure 1 showing variations of the crime rate with department in 1999 and 2000, criminality is concentrated in the area including and surrounding Paris and in the north-eastern and south-eatsern regions as well as the mediterranean littoral, the lowest rate being in Cantal (25 offences per 1000 residents in 2000) and the highest in Paris (140).
