As a major cause of death and injury, road accidents have aroused increased public concern in recent years in France. In 2001, there was a total of 116 745 physical accidents, resulting in 7720 fatalities and 153,945 injuries, according to figures from the Observatoire national interministériel de sécurité routière (ONISR)'s annual Report. Compared with the year 2000, this represents a decrease in accidents (-3.7%) and injured people (- 5%) but a slight increase of fatalities (+ 1%) (ONISR, 2001). Topping the list of governmental priorities, road accidents generate a social cost (public spending on prevention, detection and punishment of offenders, insurance, self-protection and avoidance private expenditures, litigation costs, damage to property and vehicles, psychic costs and medical expenses on victims, lost income, time and productivity). Estimated at about 27.8 billion euros in 2001 (ONISR, 2001), these costs force society to divert ressources to cope with road casualties instead of focusing on other more productive public policy areas (other crime-fighting activities, education, training and health policy).
