A Coercive Diplomacy could succeed if the Bush administration affirms convincingly its strong refusal of the new situation and open a window for North Korea to comply with no humiliation. After that, the United States backed up by the International Community imposes a firm ultimatum based on a strong military threat. Since the most important part of the U.S. forces are engaged in the Middle-East, that military action should begin by a surgical strike on Yongbyon followed by the declaration that a move of the North Korean army across the DMZ would provoke a tactical nuclear U.S. retaliation. If Pyongyang complies finally with its obligations, an exhaustive and well-delineated road map is settled to manage the disarmament program.
